Context and caveats
Staff noted the emergency generator RFP and cybersecurity grant are tied to federal grant awards and that procurement or award would not proceed if funding is withdrawn. For the MASA termination, staff explained that the federal No Surprises Act changed billing for out-of-network emergency air transport and that the county's self-insured plan (Cigna) would cover air ambulance costs subject to employee plan deductibles and out-of-pocket maximums. County staff estimated the aggregate annual MASA premium at about $33,000–$35,000; commissioners discussed potential premium impacts and the trade-off between premium savings and rare high-cost air transports.
