General manager reports rising water sales, lead-and-copper compliance work and paused CDBG application

General Manager Johnson presented operational and program updates on April 16, reporting higher water sales and progress on regulatory compliance and grants.
Johnson said water sales were up about 7% fiscal year to date, with 698,000,000 gallons sold and a 1.7% year-over-year increase in the customer base. He described meter sales trends tied to building-permit timing and noted a decline in meter purchases consistent with a decline in single-family permits.
On lead-and-copper rule work, staff described a new GIS dashboard that helps field crews convert service-line entries from “unknown” to “known” and track progress; Johnson said the authority will be able to estimate completion timing in about six months. During that item Johnson emphasized: "There is no lead in your waters. Please do not read Facebook and believe what you read on there." The manager asked the public not to conflate the rule’s inventory work with evidence that the system contains lead.
On the Community Development Block Grant (CDBG) discussed previously, staff said the Pine Tree Hill HOA has not requested an additional meeting and that the authority has not submitted a CDBG application; preliminary grant-related contracts have lapsed and would require re-advertising if the authority chooses to reapply. A speaker at the meeting referenced a large CDBG loan figure during discussion; staff clarified the authority has not accepted any loan.
The board accepted the general manager’s report by unanimous vote.
