Mission tables request to cut park land for Vanguard school portable buildings after parking and process concerns

City Council on Monday voted to table a staff request that would allow Vanguard school to cut a narrow opening in adjacent parkland to provide a vehicle egress and place two portable classroom buildings on church-owned property used by the school.

Why this matters: The school told council it needs portable classrooms to accommodate growing grades; city staff said the opening would permit fire apparatus to avoid backing maneuvers during an emergency. Neighbors and some council members raised questions about how many parking spaces would be lost and whether required improvements (an alley overlay and other safety conditions) were sufficiently specified before approving a concept.

At the meeting the school—s representative said Vanguard currently serves through sixth grade and planned to add a seventh-grade section next school year. A city staff member said the proposal would require constructing an engineered access and an overlay of the alley and that the conditional-use permit for the portable buildings would require public hearings and formal notice to surrounding property owners.

Council members and residents disagreed about how many parking spaces would be removed for the proposed egress and portable siting. City staff initially referenced losing two city parking spaces at the municipal lot; the school representative later said about 10 church parking spaces would be affected, while a nearby resident said the impact would be larger. Because the parking loss number and infrastructure requirements were contested, council voted to table the item and asked staff to return with the conditional-use permit packet and engineering details so both items could be considered together.

The motion to table passed unanimously. Tabling means no work permits will be issued for the park cut or the portable buildings until council considers the combined materials at a future meeting.
