Amanda Lynch, chief of staff, told the board the policies are being presented as initial drafts during prework and that public comment will be accepted during the board's first‑read process in Assembly. Staff said JBC was revised for clarity after legal review; JBCB was reorganized so sections applying to both courtesy and paid‑tuition students are not repeated, and additional edits improved accuracy and clarity.
The board discussed transportation for nonresident students and confirmed the district does not provide transportation for nonresident enrollees under the proposed policy. Trustees approved both policy items for first reading by unanimous voice vote: JBC (first read moved by Board Member Johnson Davis; seconded by Board Member Anderson); and JBCB (first read moved by Board Member Herndon; seconded by Board Member Anderson).
Next steps: both draft policies will be posted for public comment in Assembly and will return to the board for a subsequent first or second reading and possible adoption after staff review and public input.
