Givens Park bid comes in at $475,000; council to consider contract amid funding gap
Summary
Staff reported the city opened bids for Givens Park work; the low bid was $475,000, substantially below a prior cooperative quote and above the city27s existing grant and donation totals, and staff said council will see the contract next week and may use remaining city hall contingency funds to cover the shortfall.

City staff told the Port Orchard City Council during an April work study that bids opened for the Givens Park project and the low bid came back at $475,000.
Staff said the city had previously received a cooperative purchasing quote that exceeded $800,000, and the city had a $250,000 grant plus a $50,000 Rotary Club donation on hand; earlier planning assumed the city would cover roughly $150,000 out of local funds. At bid opening staff said the low bid of $475,000 reduces the gap but still leaves the project short; staff told the council they will present the contract for council consideration at the next regular meeting.
During the same update, staff said other recent capital work (including city hall construction) has come in under budget and that staff can use some contingency dollars to address the shortfall for Givens Park. Staff also said they planned to add a summer paving ad-alternate to the project and that those funds would likely consume the remaining city-hall-related contingency.
Ending: Staff will bring the Givens Park contract to council for approval next week and advised members of the remaining financial tradeoffs the city would need to make if it proceeds with the low bid.
