The City Schools of Decatur Board of Education voted unanimously April 15 to award construction‑manager‑at‑risk (CMAR) services for its planned Early Childhood Learning Center (ECLC) to Parrish Construction Group. The board approved a $40,000 preconstruction services contract to begin planning and permitting work.
The district said it issued a public RFP and received six submissions, conducted mandatory site visits and a Q&A period, and interviewed three CMAR firms. Staff recommended Parrish Construction Group based on experience with early‑childhood projects, past work within the city, and alignment with the district's sustainability and construction goals.
Jarvis Adams, the district's chief operations officer, told trustees the project team met city planners, engineers, an arborist and historic‑preservation officials; the timeline allows the district to host the Decatur Day celebration on the West Trinity lot prior to construction activity. Adams said further stakeholder engagement, schematic design review and funding exploration will follow.
The approval begins preconstruction only; staff said final construction costs and funding strategies will be presented to the board at later meetings. The board instructed staff to continue community engagement and to bring a funding strategy to the June board meeting.
