City staff told the Port Orchard City Council during its April work study that environmental regulations have forced a redesign of a West Bay pathway and that permits tied to removing several houses will add costs before demolition may proceed.
Staff said the pathway segment along West Bay can no longer be constructed as previously planned (concrete poured atop riprap). Instead, the project must be rebuilt as an elevated boardwalk, which requires redesign and additional permitting for the first phase. Staff reported the permitting and design package for the houses and the boardwalk carries a proposal price of about $200,000 and said the city cannot remove the houses without those permits in place.
The staff presenter said consultants are confident permits can be issued by summer and that the city intends to proceed with the planned house removals once the permitting work is completed. Council members asked whether the estimate covered all design phases; staff said the $200,000 was the proposal for permitting and redesign work and that the contract could come to the council for consideration as soon as the following month.
Staff also said the redesign and permitting will draw on money already budgeted for the pathway activity and related planning contingencies.
