Committee places most policy updates on consent or first reading; harassment, curriculum and acceptable-use items noted

At the April 15, 2025 ISD 190 policy review meeting, the committee moved several MSBA-updated policies to consent or first reading, and asked for cross-references between acceptable-use and device policies.
The ISD 190 policy review committee reviewed several additional policies on April 15, 2025 and, where no substantive changes were proposed, directed that they be placed on the consent agenda or returned for routine first reading.
Stacy Solvine presented Policy 4.13 (Harassment and Violence), which the committee characterized as an MSBA update to expand the definition of disability to include episodic conditions and illnesses in remission; the committee agreed this item will go on first reading. Solvine said the addition aligns the district definition with amended law.
Policy 4.23 (Employee–Student Relationships) was presented with only legal-reference updates; the committee moved it to consent. Policy 6.01 regulations for curriculum and instruction goals were recommended to be attached to Policy 6.01; committee members asked for one clarification that approvals or overturns of grade changes be documented in writing.
Policy 6.34 (Electronic Technology Acceptable Use) was discussed in relation to Policy 5.24; staff proposed removing redundant cell-phone language from the acceptable-use policy and cross-referencing the forthcoming Policy 5.24. Committee members also asked staff to confirm statutory language on screen time for preschool and kindergarten students and to cross-reference Minn. Stat. § 124D.166 where appropriate.
Several policies were noted as having no substantive changes and were placed on consent: Policy 6.99 (Teaching about Controversial Issues), Policy 407 (Employee Right to Know), Policy 546 (Early Admission to Kindergarten), Policy 611 (Homeschooling), and Policy 4.23 (Employee–Student Relationships). The committee scheduled the consent items for the next full-board meeting; one item (designated first reading) was noted for April 24.
Ending: Most minor updates and MSBA-aligned revisions will appear on the consent agenda or proceed as procedural first readings at the next board meeting; staff will return with any cross-references and the requested documentation language where indicated.
