Vermont town energy committees highlight local “Energy Navigators” program, urge scaling and stable funding

Members of several Vermont town energy committees told legislators Thursday that a locally run Energy Navigators program is helping residents find weatherization, heat-pump and solar options — particularly low- and moderate-income households — but the projects need more staffing, consistent financing and coordination to expand statewide.
Steve Meyer, a member of the Middlebury Energy Committee and chair of the board of the Climate Economy Action Center (CEAC), said the Energy Navigators model “connects residents with energy coaching” and has completed about “between 60 and 70” home navigations during its first year. Meyer said “over 50% of our navigations were for low and moderate income households,” a goal the program plans to maintain as it scales.
Why it matters: Local volunteers and small nonprofits are already running outreach, weatherization and municipal-solar projects that advance the state’s Climate Action Plan and the Global Warming Solutions Act, but speakers said those efforts face capacity limits and fragmented funding. Without more sustained support, they warned, meeting statewide targets for weatherization and heat-pump installation will be difficult.
Meyer told the committee that, using county-level estimates tied to state goals, “in Addison County…we would need something on the order of about 800 weatherizations” and “about a thousand heat pump installations” each year to meet 2030 targets — numbers he framed as beyond what small town committees alone can deliver. He described the navigator role as a local, trusted advocate who meets with households in their homes, helps untangle eligibility for rebates and incentives, and follows up at three, six and 12 months to keep people moving toward upgrades.
Shelburne Climate Energy Committee chair Roland Davis said his group is trying to “take the ripples and make them bigger” by forming an ad hoc planning group of about 20 people representing local committees and statewide partners such as Efficiency Vermont, Vermont Gas and Energy Action Network. Davis said the group has scheduled a half-day, in-person planning meeting for May 6 to discuss scaling the Addison County model to other parts of Vermont.
Local examples and outreach approaches: Speakers described a range of town-level work: Norwich’s long-running campaigns for residential solar and weatherization; Charlotte’s municipally owned solar array that now supplies roughly 70% of town meters and produced a roughly $17,000 savings that was highlighted at the town’s budget discussion; and Williston’s outreach programs including monthly newspaper articles, farmers-market tables and an annual energy fair.
Alice White, training to be an energy navigator in Middlebury, said local channels such as schools and trusted neighborhood volunteers have been effective for outreach. “That’s the one place where we can be sure,” she said, recounting a small-town meeting where stakeholders identified schools as a reliable communication hub.
Barriers: Several presenters listed common hurdles: scarce staffing at small nonprofits and town committees; complexity and variability of incentives and qualification rules; and financing gaps for some municipal or multi-household projects. Lenny (Linda) Gray, who described Norwich’s multi-town coordination and a shared energy planner funded through a regional planning commission, said two primary barriers for residents are “time and money.”
Funding tools and policy supports mentioned by witnesses included the Inflation Reduction Act (IRA) — especially direct-pay options for municipal projects — the Vermont Bond Bank’s 2% green loan pilot, the Energy Efficiency Charge that funds Efficiency Vermont programs, net metering and the state’s renewable energy standard. Deirdre Holmes, chair of the SHERLOQ Energy and Climate Action Committee, credited the Bond Bank loan plus federal direct-pay as pivotal to building her town’s municipally owned garage solar project.
Equity and targeting: Several committees described targeting energy-burdened households. Williston reported using a town mailing list and building-age proxies to identify likely energy-burdened homes, then sending surveys to prioritize outreach. Steve Meyer said the Addison County pilot’s navigations were majority low- and moderate-income customers and that the program makes warm handoffs to partners such as Efficiency Vermont, Heat Squad and CVOEO for financial supports.
Workforce and volunteer concerns: Witnesses flagged capacity constraints in AmeriCorps placements that have supported local projects. Statewide AmeriCorps staffing changes were described as uncertain; one speaker said local AmeriCorps support “may not be approved again” for energy and climate projects, limiting a source of boots-on-the-ground help.
Next steps: Organizers said they are pursuing a “navigator plus” scaling effort, exploring partnerships with national groups (for example, Rewiring America), coordinating multi-town staffing models and studying financing approaches, including low-cost loan programs for municipalities and community investment models. Roland Davis and others encouraged lawmakers to support predictable funding streams and loan programs to help towns take projects from planning to implementation.
The hearing concluded with committee members asking technical and implementation questions; witnesses emphasized the need for continued state-level policy supports to let local programs convert engagement into sustained, measurable energy upgrades.
