Council approved entering into the engineering and project agreements required for the application but voted to strike the proposed Grand Gateway Economic Development Association administration-services contract until after a grant award. Consultant Ethan Bynum of Grand Gateway (presented as Green/Grand Gateway in meeting remarks) described the project as headworks modifications that would include installing an automatic bar screen and adding flow monitoring at the plant.
Council members were told the city has completed about 220 of the 350 low- and moderate-income (LMI) surveys required for CDBG eligibility; staff said the remaining surveys will be collected by phone and in-person canvassing. City staff also noted an outstanding audit is expected before application submission; the city intends to submit by the May 2 deadline if audit materials are available.
Separately, the council declared the property at 337 South Gunner a public nuisance for trash and debris but delayed abatement for 30 days after a tenant said he was in the process of removing materials and requested time to complete cleanup.
The council approved removing from city inventory and declaring surplus five inoperable storm sirens that no longer function; staff said the city has documented nine sirens, four working and five not working. The council also awarded the haying IFB 25-104 for approximately 35 acres of public property maintenance to Mr. Lohr for $1,500 and approved the slate of council committee chairs and members for the next two years. The council re-elected Briley as council president.
Votes on items with formal roll calls were unanimous. City staff warned that wastewater improvements are urgent: staff said the plant is under a notice of violation from the state Department of Environmental Quality and will require either grant funding or budgeted local funds to proceed.
