Berkeley County opened proposals for the county’s employee health benefits and related coverages but did not select a provider at this meeting.
Deputy County Administrator Chad Weinbrenner confirmed the solicitation was published and that staff solicited responses after the commission sought market options in the face of a large premium increase from the incumbent provider. Six responses were received, offering a mix of full health coverage and ancillary products (dental, vision, life/accident). Bids quoted different coverage options and deductible structures; staff emphasized the proposals must be reviewed for coverage equivalency, employer costs and employee out-of-pocket impacts.
Bids and figures presented on the record included a USI Insurance Services proposal with a listed amount of $3,539,433 and other proposals listing $3,830,219; $3,487,039; and $3,982,646 as alternative total figures for different coverage options. A proposal from Highmark (Parkersburg, W.Va.) was announced with a total bid price of $2,989,234. Other submissions included standalone vision and dental quotes (Standard Insurance—dental $104,857; vision $37,967; VSP Vision Care $49,057) and a digital benefits option listing $25 per employee per month for a specific product. Some submissions included multiple pricing attachments and self-funded retention figures that will require detailed actuarial review.
Weinbrenner thanked bidders and said staff will “dig through this” to determine which package best fits both county budget and employee needs. No award was announced; staff will analyze proposals and return with a recommendation.
