Munhall council approves hires, contract items and grant applications; several administrative votes pass

Munhall Borough Council completed a series of administrative and personnel votes Wednesday, approving payroll and bills, hiring two public works employees, adopting a model storage/lease agreement for a community group, authorizing grant applications and accepting several procurement and administrative motions.
Council approved the monthly payroll and bills for March as presented. The council then voted to hire Cody Gallardo and Thomas Bidek for positions in the Department of Public Works and sanitation; council members said hires are contingent on standard background checks and other hiring conditions. One council member stated they had not received full hiring materials in time and registered an abstention on at least one hire vote.
Council elected Tim Eads as council vice president for the remaining eight months of the term after nominations and roll-call voting.
The council authorized the Allegheny County Treasurer to hold monthly public information sessions at the borough building, confirming the county treasurer's staff may handle tax payments, dog licenses and hunting or fishing licenses during those sessions. Council also approved a model storage agreement to provide short-term storage space in a borough building for a community group; the lease is one year and subject to council extension.
On public safety personnel matters, council approved a memorandum of understanding for Officer Colton Price as discussed in executive session and authorized payment of $11,884.16 to cover a sergeant's unused vacation and personnel days as part of the collective bargaining agreement.
Council authorized a request for proposals (RFP) to join the STAMP strategic planning technical assistance program, which would allow Munhall to apply for state-supported long-term financial- and service-planning offerings; council members said participating in STAMP would likely require a borough match if the borough accepts a consultant's proposal.
The council also instructed staff to submit a letter of intent to the Governor's Center for Local Government Services to apply for a peer-assisted fire study and authorized submission of a Pennsylvania Small Watersheds grant application for televising stormwater lines and repairing catch basins (draft amount cited as $500,000). Council accepted a CoStars quote to purchase a skid-steer attachment for road and alley maintenance for $32,650 and approved several handicap parking sign requests vetted by the police department.
Most motions passed by roll call; in several hires and personnel items at least one abstention was recorded and council directed staff to confirm background checks and other hiring documentation.
Council members said they will continue to refine proposals, budgets and consultant scopes during upcoming workshops and will return to council for votes where required.
