Staff reported that artist Jolie delivered a finished watercolor portrait but was unable to attend the meeting. Board members examined the work and asked the artist to provide the particular reference photograph she used so members could better assess likeness and details before final payment.
Board members commented that from across the room the architectural drawing included in the painting looked faint and might benefit from darker lines depending on framing and display conditions. Members discussed options for reviewing the reference photo and final minor changes: (1) circulate the photo and the painting image by email and provide comments to staff (not to one another) consistent with Sunshine Law limits, or (2) hold a special meeting where members and the artist can discuss changes publicly.
The board agreed staff should obtain the original photo the artist used, circulate it to board members for individual comments, and attempt to schedule a short special meeting so the artist can present her references and answer questions in person. Staff noted final payment will be withheld until the board approves a final version.
