Franklin planning commission elects secretary, records resignations and outlines staffing changes

The commission agreed to organize recognition at a future meeting and indicated staff would prepare options for that acknowledgement.
The commission also unanimously approved the minutes from the Jan. 21, 2025 meeting.
Joanna, a Department of Planning and Engineering staff member, told the commission the department is undergoing restructuring. She said Matt is officially the City Engineer, Civil Technician Jim Farr has resigned effective May 16 and the department will advertise to fill that position, and a new part‑time position titled utility restoration inspector is being created pending Board of Works approval. Joanna said the part‑time role will focus on inspecting underground utility work, identifying unpermitted installations, and reducing damages from utility bore operations.
During discussion, commissioners and staff described recurring problems when utilities cut newly reconstructed streets and when repairs were not completed to paving standards; those issues motivated the utility inspector position. Joanna said the city will continue to require bonds and pursue contractor‑level accountability where possible, but she also noted the legislature has limited additional municipal powers in this area.
Joanna also announced an internal promotion: she is moving from Senior Planner II to Planning Director.
Motions to elect Bill Carson as secretary and to approve the Jan. 21, 2025 minutes passed by unanimous voice votes; the commission recorded no public comment on those items.
