Planning commission approves Redwood Apartments primary plat after staff conditions

The Franklin City Planning Commission on April 15 unanimously approved the primary plat for PC‑25‑8, the proposed Redwood Apartments, a one‑lot subdivision associated with a 156‑unit, two‑bedroom multifamily project.
The approval advances the site development plan review for the project but staff said final construction approvals remain pending as the applicant completes remaining permit and easement requirements. Joanna, a Department of Planning and Engineering staff member, told the commission the plat was recommended because of the number and complexity of easements and right‑of‑way dedications that must be recorded to match the site plan under review.
Ken Moorhead, the project engineer with American StructurePoint, said the development would include 156 two‑bedroom, single‑story units with two‑car attached garages and two entrances—one on Hurricane Road and one on Upper Shelbyville Road that align with existing opposite‑side intersections. Moorhead said the project has variance approval to reduce a buffer‑yard setback to zero but will still provide required plantings, and that the team has an IDNR floodway permit in hand. He described two wet ponds on the site—one for detention and one for floodplain compensation—and said the design meets Franklin and DNR requirements.
In staff comments, Joanna noted two conditions for final plat recording: a correction to the street name spelling (from "Red Lilly" to "Red Lily") and an off‑site drainage easement because a small triangular parcel at the southeast corner is owned by Franklin City and part of the city's drainage infrastructure will sit on the project property. The commission opened the public hearing and recorded no public comments before moving to a vote.
Planning Commission member Nellie Carson moved to approve the primary plat; the motion was seconded and passed by unanimous voice vote.
The project site was previously rezoned to RM (residential multi‑family) subject to conditions tied to the development, staff said. Joanna told the commission that the municipal review of remaining easements and permit documents is underway and that final issuance of construction approvals will follow staff's final review.
With the plat approved, the applicant and staff will coordinate the remaining recorded easements, right‑of‑way dedications and permit closeouts required before vertical construction may begin.
