Clay County staff and the Planning Commission concluded a multi‑year update of the Clay County Land Development and Subdivision Ordinance and voted to forward the draft to the Clay County Board of Commissioners for enactment.
Planner Matt summarized the remaining items: the Minnesota Department of Natural Resources issued conditional approval for the shoreland section pending two additions required by state rules; chapters on subdivision regulations and administration had been revised following review by county counsel and outside legal counsel; and newly published state cannabis rules require a final review of the ordinance’s cannabis section before submittal. Matt said staff intended only copyediting and non‑substantive cleanup before the County Board hearing and asked commissioners for any final concerns.
Commissioners had no substantive objections; the commission voted to recommend enactment and to forward the ordinance to the County Board. Staff said the next steps include final cannabis‑section checks, minor copy edits, and preparing the ordinance for the Board’s enactment hearing.
