Clay County OKs application for two MDH grants; post-award hiring contingent on funding

The Clay County Board approved submitting two grant applications to the Minnesota Department of Health and tentatively authorized hiring up to 1.0 full-time equivalent to manage the grants if both awards are received.
Public Health staff told commissioners the grants together would require a 1.0 FTE grant manager if both awards are funded; the applications themselves will request 0.5 FTE per grant in the budget. Kathy McKay, speaking for the county’s public-health team, said the hires would be funded by grant dollars and would not be hired unless the grants were awarded.
Commissioners asked about the application deadlines and the risk of state or federal budget cuts. Staff said MDH indicated the funding stream for these two grants was not expected to be cut and noted application deadlines were imminent; the Communities That Care application deadline was this week and the Supergrant expected award timing was April–June. Staff added that if only one grant is awarded the county would revisit staffing needs based on actual funding.
A motion to authorize the grant submissions and to tentatively approve a 0.5 FTE for each grant (0.5 FTE each, contingent on award) passed on a voice vote. Commissioners clarified that no hiring will occur without confirmed grant awards and that grant acceptance and any resulting hires would follow the county’s normal contract and hiring approvals.
