Matt recommended the permit be limited to the legally described property; he advised the applicant to work with any adjacent landowners to resolve property‑line discrepancies found in historic aerial imagery.
Applicant Robert Edwards told commissioners the facility typically houses about 26 horses (sometimes up to 31) and that fees are used for maintenance and repairs; he said much of the operation’s manure is composted on a concrete pad and later spread or claimed by residents.
Commissioners discussed manure management and asked staff to add a condition requiring the applicant submit a manure‑management plan to the Planning Office and coordinate with the county feedlot officer for review. Commissioner Sebastian moved to approve the CUP with Conditions 1–5; Brad seconded. The motion carried by voice vote and the conditional‑use permit was granted.
