The Carmel Plan Commission on April 15 approved a minor subdivision plat and a variance to split one parcel at 13585/6 6 Points Road into two residential lots, allowing 1.3 lots per acre where the Unified Development Ordinance requires one lot per acre.
The petitioners, represented by Greg Ripple of Terra Site Development, said the project — prepared for Eaton Custom Homes and homeowners Kenneth and Suzanne Crandall — would create two lots and include a 2,852-square-foot house, a north-side access drive, a dry detention basin and new utility connections. "We've reviewed staff reports, and, everything seemed to be pretty straightforward," Ripple said.
Christina Jesse of Carmel Planning and Zoning told the commission staff supports the variance request because the proposal preserves the residential character and meets comprehensive-plan goals. "Staff is supportive of this variance as it maintains the residential character of the area, and it also meets the goals of the comprehensive plan," Jesse said. She noted right-of-way dedication along 6 Points Road and that the petitioners will install a 10-foot multiuse path on both lots.
The department identified two outstanding items: finalizing easement locations with TRICO and the Hamilton County surveyor's office, and finalizing drainage details with the city's engineering department. The commission approved the plat and variance contingent on resolving those review comments and on adoption of the petitioners' findings of fact.
Commissioners asked about buffering behind the new lots and orientation relative to an existing house at 130 Sixth Street; petitioners said no additional buffering was planned beyond required screening along 6 Points Road and clarified the proposed lots are just south of the existing corner house. The approval was taken by voice vote with no opposition.
The commission's approval is contingent on the outstanding technical items being resolved in project documents and on the adoption of the findings of fact filed by the petitioner. No appeals or subsequent conditions were stated at the meeting.
The commission opened the item as a public hearing; no members of the public indicated they wished to speak for or against the petition.
