Ocoee votes to transmit Envision 2045 comprehensive plan to state for review

The Ocoee City Commission voted unanimously to transmit a proposed comprehensive plan replacement, titled Envision 2045, to state and regional reviewing agencies under Florida’s expedited review procedures.
Planning and development staff and the zoning manager told commissioners the document repeals and replaces the city’s 2002 comprehensive plan and reorganizes policy into updated chapters on future land use, housing, recreation and open space, infrastructure (utilities and drainage), mobility, conservation and governance. Key policy changes staff highlighted include a new mixed-use future land-use category to guide downtown redevelopment, revised residential density ranges, a proposed parks level of service increase from 4 to 8 acres per 1,000 residents (goal of 10.2 acres per 1,000 by 2045), a new drainage level of service, updated water-supply planning requirements and a mobility element that adds bicycle/pedestrian level-of-service metrics (traffic-stress methodology) and a context-based roadway standard.
Zoning manager Whitfield and project staff said the proposed plan was developed largely in-house and built on prior plans, including the downtown master plan and CRA area studies. The plan will be transmitted to state and regional agencies within 10 days; agencies have 45 days to review and comment, and the city then has up to 180 days to take final action. Staff said they aim to return in June for second reading and adoption.
The Planning & Zoning Commission held a series of workshops and on April 8 unanimously recommended approval. During the commission meeting several members praised the plan’s maps and new measurable standards and encouraged staff to host a community open house before final adoption; staff agreed to make public copies available at the planning office and explore an open-house display at Lakeshore Center.
Commissioner Wilson moved to approve transmittal of the ordinance; Commissioner Kennedy seconded. The motion passed unanimously with Commissioner Oliver absent.
Ending: The commission’s vote starts the statutorily prescribed review timeline. Envision 2045 would guide land use, transportation, parks and utilities if and when the plan is adopted after state review and local adoption.
