Council approves public works recommendations: composting site shifts, expanded rain barrel program and upcoming street projects

The City of Superior council approved the public works committee’s recommendations, endorsing changes to the composting program, an expanded rain barrel program, and moving several street and sidewalk projects into procurement or construction phases.
The committee reported that the compost bin at Loomisfoot Landing has been relocated to the Municipal Service Building and the Barker’s Island compost bin is transitioning to Farallon Mansion. The report noted low participation at some sites and cited an outreach event scheduled for May 10 to coincide with Compost Awareness Week.
The council approved a city-funded increase to the rain barrel program budget to address a waiting list. The committee report said the program previously hosted about one workshop annually; the enhanced funding will allow three workshops for city residents this year. A council member clarified the increase is modest compared with larger capital projects but will allow the city to “clean out that waiting list.”
Public Works Director Janago reported schedule and bidding information for several projects: construction of Hammond Avenue phase 2 is scheduled to begin in mid-May with a pre-construction meeting; landscaping for phase 1 is also expected to start in that period. The East Fifth Street project was open for bid with an April 21 deadline and an anticipated completion date of Oct. 17. The 2025 sidewalk projects were out to bid and will focus on areas around Hammond Avenue phase 1 and a neighborhood near 20 Ninth Avenue East and East Third Street. The bid opening for the Tower Avenue project is scheduled for May 20. The council approved the public works committee’s three recommendations by voice vote.
Separately, council approved the purchase of three 2024 Chevrolet Silverado EV 3 WT trucks from Ewald Automotive Group at $59,939 per unit on the recommendation of Public Works Director Janago. The motion to purchase the trucks carried with no recorded opposition.
Councilors were asked to consult the city website for updated composting locations and were told more public outreach is planned to boost participation.
