Tavares awards North St. Clair Abrams ‘Eagle Park’ stormwater project to Valencia Construction Group, approves budget amendment

The Tavares City Council on April 16 awarded the construction contract for the North St. Clair Abrams Treatment Pond—named Eagle Park—to Valencia Construction Group and authorized a budget amendment of $30,880.66 from stormwater reserves to cover the difference between grant funding and the lowest responsive bid.
Staff said eight companies responded to Invitation to Bid (ITB) 20250006, and the engineering firm’s review recommended Valencia Construction Group as the lowest responsive bidder with an adjusted bid of $784,790.66. Total grant funding for the project was reported as $753,910, comprised of a Lake County Water Authority grant ($376,955), a state direct appropriation ($200,000), and a Florida Department of Environmental Protection (FDEP) grant ($176,955), all previously authorized by council resolutions.
The council moved and seconded a motion to award the contract to Valencia Construction Group and to authorize a budget amendment of $30,880.66 from stormwater reserves; the motion passed on a voice vote. Staff indicated sufficient reserves remain after the amendment and that the city will remain within Government Finance Officers Association (GFOA) best-practice limits.
Project engineer Don Griffey reviewed the bids and recommended Valencia as the lowest responsive bidder; Phil Clark, a city staff member present at the meeting, identified the project location as across from the Lake Francis Estates entrance and adjacent to a Department of Transportation pond. Council members thanked staff and the engineer for expedited work to meet scheduling needs.
If construction proceeds on schedule, the grant-funded project will provide stormwater treatment improvements at the St. Clair Abrams site identified in the council’s earlier resolutions and naming action.
