Lindsey Graske elected council president; vice president vote postponed after 5-4 result

Councilors took the oath of office before nominations for council president and vice president. With no additional nominations for president, the council voted by voice and the presiding officer declared, “The motion carries. Lindsey Graskey is elected.” The clerk then opened nominations for vice president; Councilor Mike Herrick and Councilor Moffett were nominated and both addressed the council.
Councilor Mike Herrick, who had been nominated, told colleagues, “I just wanna, thank you for that nomination. And I just wanna say that I think I will be good, well, work wellness position just because of my experience, and also I have the the ability to work with all the council members here,” while Councilor Moffett said he had “been regularly attending most of the committee meetings” and was “ready to be your advocate and representative as the vice president.”
The council proceeded to a roll-call vote for vice president. The clerk announced the tally as five votes for Moffett and four for Herrick. The presiding officer noted that a majority was required and asked whether to proceed to another vote. Councilor Grama moved to postpone the vice president selection to the next regular council meeting; Councilor Ladeen seconded the motion. The council approved the motion by voice vote.
Earlier in the discussion, a staff member who described the role of the city’s parliamentary authority stated, “I have always insisted that that is not an option. That is, obviously, the city attorney and I have disagreed years ago,” when asked about using a game of chance to break a tie. The staff member said such a method would be ruled out of order unless overruled by a majority of the council.
No formal action was taken on a vice president in this meeting; the council will return to the item at its next regular meeting.
