The amendment process has three levels: level‑1 staff modifications (smaller changes such as active-transportation updates and land‑use layer changes), level‑2 board modifications (collector and minor arterial roadway changes, non‑fixed guideway transit), and level‑3 full amendments (principal arterials, freeways and fixed guideway transit) that include air‑quality conformity and public comment.
Amendment No. 3 contains 11 projects: six level‑1 staff modifications and five level‑2 board modification roadway projects (four in Salt Lake County and one in Box Elder County). Level‑1 items included updates to the Wasatch Choice Vision land‑use layer, three active‑transportation updates from local communities and two University of Utah mobility‑hub requests (South Campus and Research Park) seeking phase‑1 need and fiscally constrained status.
Level‑2 requests (site summaries provided by WFRC staff) that the TAC considered for recommendation included roadway widening and new construction intended to improve access to employment centers and regional corridors: South Frontage Road (new construction in West Valley), 6200 South (widening between Mount View Corridor and SR‑111), the 6700 West corridor connector, and 2700 West widening; Box Elder’s project proposed widening 41200 West near Brigham City. WFRC staff said many projects were programmed or advanced by the county-of‑the‑first‑class highway project funds allocated by the Legislature.
After technical review, the TAC took a motion and second and voted to recommend that the Regional Growth Committee review and approve the level‑2 board modifications in Amendment No. 3. The chair announced the projects will be presented to the RGC on May 15 with level‑1 items finalized beforehand.
