The Planning Commission met on April 8 and forwarded several items to council, including a rezoning and conditional use request for transitional housing at 1171 East Kemper Road.
Commissioners voted 7–0 to refer the rezoning from office to public facilities (the nearest zoning category for hospitals and related uses) and also approved the conditional-use permit 7–0. The commission held public hearings with no audience comments on that item.
The commission also approved a minor modification to the PUD for Dave & Buster’s at 11775 Commons Drive (7–0) to allow a specialty design on a west elevation and a color change to gray, including changes to western wall signage.
A concept-plan review was held for Beyond Hello, a proposed cannabis dispensary and storage reuse of the old Bargo’s building at 12140 Springfield Pike (the former Bargo’s site). The concept would add roughly 1,500 square feet, resurface the parking lot, update landscaping, and apply new cladding and signage. The commission discussed distance requirements and building design; the applicant is expected to return with additional details.
Finally, the commission considered a draft amendment to the city tax code regulating permitted numbers of domesticated pets and recommended forwarding that change to council (this item subsequently appeared as Ordinance 10 20 25 on the council agenda).
Why it matters: The transitional housing rezoning and related conditional use would permit a different land use at 1171 East Kemper Road; the dispensary concept plan signals an ongoing review process for cannabis-related commercial uses in the city. Minor PUD changes reflect routine design approvals for existing commercial development.
Ending: Planning items will return to council when applicants supply required materials and the commission’s referrals are scheduled for public hearings at council.
