Council hears public comment on ordinance to raise household pet limit from two to three

Springdale City Council opened a public hearing on April 16 for Ordinance 10 20 25, which would amend section 153.252 F6 A1 of the city code to change the permitted number of household domesticated pets from two to three.

The ordinance, presented at first reading, would allow no more than three dogs, three cats, or any combination of dogs and cats not to exceed three per household. Council member Ms. Sullivan Weiskopf noted that the Planning Commission reviewed the change and reported a 4–3 recommendation in favor.

During the public hearing, residents raised questions about feral cats and neighborhood impacts. A resident identified in the transcript as “Simba” (595 Observatory Drive) asked whether the ordinance would affect feral cats; council members and the city attorney clarified that the ordinance addresses household domesticated pets and does not change existing code provisions about animals that are not under an owner’s control. City Law Director stated the feeding and control of feral animals is typically addressed as a Board of Health issue and some communities adopt specific rules on feeding feral cats.

Another resident, Angie Ball (342 Glen Sharon Road), spoke in favor of the amendment.

Why it matters: The proposed change would relax the household pet limit and match a planning commission recommendation; council will consider the ordinance again at a future meeting where members may vote on second reading.
