Commissioners hold juvenile detention plumbing contract after low bid; staff ordered to review

Johnson County commissioners on April 14 declined to award a contract for the juvenile detention kitchen and restroom plumbing repair immediately after staff presented bids showing a large price disparity.
The county packet listed multiple bids; the lowest bid from First Response Plumbing was roughly half the price of other bidders, prompting concern about scope and whether specifications were met. Commissioner B urged a review: “I think maybe we need to probably have somebody look at those,” he said.
Detention center director Christie (Recreation Director/Detention liaison) confirmed First Response Plumbing provided an emailed quote and that company representatives had visited the site. County staff asked Wes and Jason to review the bids with maintenance staff and return to the board with a recommendation. The motion to hold the award and request staff review passed unanimously.
No contract was awarded at the meeting; commissioners said they wanted verification that all specifications and site conditions were accurately reflected in the low bid before moving forward to avoid future disputes or performance problems.
