Commerce council approves amended contract with Tyler Technologies for ENCODE 10 upgrade

Miss Campbell, assistant city manager for financial services, told the council the city evaluated multiple vendors and issued an RFP after demonstrations. Two vendors submitted bids; Commerce chose to stay with Tyler Technologies and upgrade from its current ENCODE 9 to ENCODE 10 to retain modules for utility billing, courts, budgeting and financials.
Campbell summarized costs and benefits: “So the implementation and migration cost is about $111,000 I will tell you the other bid, the migration was $500,000, so I feel much more comfortable with a hundred and 11.” She added the city expects to pay roughly $36,000 for optional additional modules such as HR and asset management and that the costs will be split between the general fund and the public utility fund.
Council members asked whether the new software would require additional staff. Campbell said the system should increase efficiency, reduce manual payroll processes (currently paper timesheets and wet signatures), and allow managers to approve time and scheduling online. The ENCODE 10 platform is web-based and can be accessed on tablets and phones, she said, removing the need to use designated desktop machines tied to the older software.
