SAISD previews Head Start facility talks, summer programs and teacher-incentive allotment expansion

District leaders told trustees on April 21 that San Angelo ISD continues discussions with the Council of Governments about Head Start facilities, will present a fuller update next week on a proposed facilities and services plan, and has submitted a Teacher Incentive Allotment (TIA) expansion application.
The matters affect early childhood services, staff compensation and summer learning options that serve elementary, middle and special education students.
Dr. Gomez and Dr. Randall summarized ongoing talks with the Council of Governments and SAISD about Head Start sites at Day Elementary and Rio Vista Elementary. They said the discussion is intended to improve facilities and to address related services delivered by West Texas Rehabilitation, which administrators indicated has been unable to provide services for roughly six to seven months because of auditor-identified guideline issues. The administration said it will present a plan next Monday intended to benefit children, facilities and service providers.
Dr. Gomez also outlined summer academic programming and staffing status, noting multiple offerings including elementary summer school, middle school programs, Kinder jump-start and extended school year (ESY) services for special education. He said the district would provide an overview of program offerings and hiring updates at the regular meeting.
Staff said San Angelo ISD submitted its TIA expansion application before the deadline (administration noted applications were due no later than the day after this pre-agenda and that the district’s application had been filed). The board asked administration to include background on how the TIA was used and how the expansion request would change compensation opportunities.
Trustees were also told the TEA accountability rating that staff planned to present next week is based on multi-year data (including 2022–23 and earlier) and that current state testing for 2024–25 was underway and would not be reflected in that older rating.
