Ogden City Council unanimously adopts three-year audit contract with HBME

Ogden City Council adopted Resolution 2025-7 on April 15, approving a three-year contract with auditing firm HBME to provide financial audit services for fiscal years 2025–27, with an option to extend the contract for two additional years covering 2028–29.
The action followed a staff presentation that said the city issued a request for proposals in January, noticed widely including to 79 disadvantaged business enterprises, and received a single proposal from HBME, which has audited the city for the past five years. “This RFP period closed in February, and the city received just 1 proposal and that was from HBME,” a staff presenter said during the meeting. An internal review committee and the city’s financial audit committee reviewed the proposal and recommended approval.
Council Member Myers moved to adopt Resolution 2025-7; Council Member Ritchie seconded. The council conducted a roll-call vote. Council Members Blair, Chirurka, Graff, Myers, Ritchie, Vice Chair Hyer and Chair White all voted “aye.” The motion passed unanimously.
Council members who addressed the item noted HBME’s internal procedures and said the city’s finance staff performs well. A committee report to the council said the only variance of note in recent audits was that the city’s reserves were slightly higher than anticipated, attributed to higher-than-expected interest rates.
Under the approved contract, HBME will perform audits for fiscal years 2025, 2026 and 2027, and the council retains discretion to approve a two-year extension for 2028 and 2029. Council members and staff discussed the limited proposer pool and said they would consider expanded outreach in future RFP cycles.
The council did not amend the contract during the meeting. No additional conditions or implementation tasks were added to the resolution during the vote.
