Scissor Tail Renewables told the mayor and commissioners the landfill‑based renewable natural gas (RNG) plant is nearing commercial operations: power is scheduled to be energized, mechanical/electrical/plumbing work is mostly complete, the well field work is finished and the company is targeting a soft‑start test of gas flows into the plant before beginning commercial injection to a nearby pipeline interconnect.
Norman, a Scissor Tail representative, said the project’s remaining milestones include final electrical terminations and a soft commissioning phase. He said the site’s primary utility feed will be energized in the coming week and the company targets bringing landfill gas to the plant for initial processing on the 19th of the month, with commercial operations to follow after successful sampling and pipeline‑quality verification.
John, the operations lead who walked commissioners through site details, described the plant layout and key equipment: a 600‑horsepower primary compressor to boost low‑pressure gas for the pressure‑swing adsorption (PSA) process, additional boost compressors to match pipeline injection pressure, stainless steel gas‑treating vessels for H2S and VOC removal, an instrument‑air plant to operate controls and a thermal oxidizer used during non‑spec or upset conditions.
Scissor Tail said the well field — described in the meeting as 48 wells — was completed last year and that on‑site personnel (named in the briefing as Tyler, Job and Alec) had been hired as plant operators and well technicians. The company said it has an arrangement to inject pipeline‑quality gas into a nearby interconnect owned by a counterparty identified in the briefing as “1 Oak.” The firm described a custody flange arrangement on its property and explained it must demonstrate injection gas meets the receiving system’s quality standards before sustained commercial injection.
Company representatives told the board the project resolved an outstanding Department of Environmental Quality (DEQ) compliance concern about unmanaged methane migration from the landfill; instead of the city spending to retrofit or flare gas, Scissor Tail drilled the well field and built the processing plant at no capital cost to the city. Scissor Tail said the city will receive royalty payments once production begins and discussed preliminary annual royalty estimates in the low six figures; the speaker emphasized final royalty amounts depend on measured production after startup.
Scissor Tail described operational safety measures, fencing and site security, and said the company holds an OPID number and will notify state pipeline regulators as required; the firm said OCC permitting was not expected to require a separate inspection because the short interconnect line remains on the company’s property.
The company asked the commission to consider an opening event after July 4 and said staff will coordinate a ribbon‑cutting and demonstration once pipeline acceptance and commissioning are complete.
