Summary

The Madison Common Council on April 15 moved, seconded and recorded a unanimous vote to adopt its consent agenda, which included a set of capital and utility actions, certified survey map approvals and grant-acceptance authorizations.

- Item 21 (Legistar 87,899): Amend the 2025 adopted sustainability improvements capital fund budget and authorize amendment of the contract with Sustain Dane Inc. to administer the Efficiency Navigator program for 2024–2026.
- Item 97 (Legistar 87,835): Reapprove a certified survey map for properties owned by 4621 LLC and 4701 LLC at 4621 Dutch Mill Road and 4701 Elisad Drive in District 16.
- Item 99 (Legistar 87,578): Authorize the Parks Division to submit and, if awarded, accept a grant up to $25,000 from the Fairways Foundation for golf course improvements and enter into a contract to accept the award.
- Item 103 (Legistar 87,604): Amend the 2025 Water Utility capital budget to increase budget authority to extend a new water main along Midtown Road to improve redundancy and hydraulic conditions ahead of adjacent development.
- Item 108 (Legistar 87,619): Amend the 2025 operating budget and set 2025 rates for the sewer utility and stormwater utility.
- Item 110 (Legistar 87,475): Approve a certified survey map for property owned by Madison Square Storage LLC at 2230 Pennsylvania Avenue (agenda correction; recommendation to adopt).
The council record shows that items 31 and 105 were excluded from the consent agenda during the meeting and considered separately; both items were later approved by unanimous vote. The council also noted an introduction from the floor for Legistar 87,926, a new license for Kavanaugh's Esquire Club, which will go to the Alcohol License Review Committee on April 16 and return to the council on May 6.
Council President Vittiver moved to adopt the consent agenda; the motion was seconded and the council recorded no objections when the item was called.
