The Madison Common Council voted unanimously April 15 to amend the Planning Division's 2025 operating budget to record an additional $3,500 in Wisconsin Arts Board grant revenue and to approve the 2025–26 Arts Grants Awards as recommended by the Madison Arts Commission.
Planning Director Tuttle told the council the city's original 2025 budget included $11,500 from the Wisconsin Arts Board. "We have been advised that we've been awarded an additional $3,500 to bring the total to $15,000," Tuttle said. The amendment increases the department's appropriation to reflect the newly awarded revenue.
Alder Harrington McKinney asked staff for an overview of the increase and whether there is a threshold that triggers council review. A finance staff member explained that under city procedures any increase to an appropriation that does not involve an internal transfer requires council approval, regardless of the dollar amount. "Any increase to an appropriation that doesn't involve a transfer between agencies or between major budget lines requires approval of the council," the finance staff member said.
Council President Vittiver moved to approve the amendment; the motion was seconded and the council recorded a unanimous vote. The item is listed as Legistar 87,606 and requires 15 votes for approval; the council recorded no objections.
