Council denies public entertainment license for Petrichor Flow LLC, cites neighborhood complaints and prior violations

The committee denied an application from Petrichor Flow LLC for a public entertainment license at the applicant’s South 70th Street location, citing multiple neighborhood complaints and prior operating-hour violations.

Council members said their objections were not to the business concept but to the chosen location and the applicant’s interactions with neighbors and staff. The alder for the district said neighbors reported disruptive behavior and inconsistent communication from the operators. The city attorney explained that because a prior application had been denied on Jan. 10, state law imposes a six-month waiting period before the council may approve a substantially similar application; the council could, if it chose, rescind the prior denial by majority vote to consider the application tonight. Council members also noted that denial restarts the six-month clock, and staff advised that an applicant could instead withdraw the application to preserve an earlier reconsideration date.

The applicant acknowledged multiple complaints and said that upon learning they lacked a public entertainment license they voluntarily closed and submitted the proper application. Council members said they had video evidence suggesting the business operated past permitted hours on at least two nights, with DJs arriving late and performances running after the permitted hours; the applicant said those late-night occurrences were due to DJs arriving late.

One council member suggested the business would be better suited to a commercial area with fewer nearby residents and offered to refer the applicant to the city’s development director for help finding alternate spaces. The motion to deny passed by voice vote. The applicant can withdraw and reapply after addressing the council’s concerns or wait the statutory period before returning.
