Council approves multiple street reconstruction measures, awards main contract after engineer’s public hearing

The West Allis Common Council moved forward April 15 on a package of public-works items after a public hearing led by Assistant City Engineer Rob Hutter.
Hutter presented the city engineer’s report on planned reconstruction work for the 2025 program, highlighting two concentrated projects: reconstruction of South 90th Street from West Durham Avenue to West Dakota Street and reconstruction work on West Stewart/Tooth Avenue segments with related sanitary and storm sewer replacement. Hutter said the roads are in “severely deteriorating” macadam condition with older underground utilities; the work would include new sanitary sewers and laterals, storm sewer mains and laterals, and new concrete curb and gutter where applicable. He showed sample assessment calculations and said assessment notices would go out in about a year and could be paid in lump sum or in five- or 10-year installments at the interest rate the city pays to borrow the money.
Hutter said 90th Street’s estimated project cost is about $400,000 and Stewart/Tooth-type streets are nearer $1.1 million, and the total cost distribution would come from underground utility funds, citywide property tax contribution and special assessments. Construction is expected to bid in spring and be built in mid- to late summer; residents will get mailed notices, door hangers for short-term closures, and staff will coordinate trash pickup during construction.
Council votes: the Common Council approved the final resolution confirming and adopting the city engineer’s assessment schedule for the concrete reconstruction program (item 40). The council then approved the city staff recommendation to award a construction contract for a set of street reconstruction work to State Contractor, Inc. for $1,991,053.39 (item 41 / resolution 2025-0807). During the committee discussion, the lowest bid was found defective for a technical omission; the council rejected the Wandell Contractors low bid (item 45) and approved the next responsive bidder (State Contractor, Inc.) for the project.
Council members emphasized property-owner notification and staff follow-through on assessments and schedule details. Hutter told the council that assessment bills would be mailed about a year before amounts are due and that the city would offer payment options and provide an in-progress construction report online. He said residents with property-specific questions should contact the engineering department and staff will follow up on driveway or sidewalk requests individually.
