Council approves several alcohol licenses; Speedway action delayed for site fixes

Speedway (4118 West Oklahoma Ave.): The committee heard from Speedway’s attorney Brian Randall and regional manager Dave Griffin. Speedway said beer coolers will be in the last four doors of a 14-door cooler and that the cooler doors have a locking mechanism tied to the point-of-sale system; alcohol sales will be restricted to local hours. Committee members raised concerns about an inaccurate floor plan (missing scale and north arrow) and a refuse/dumpster issue at the site. The committee agreed to conditionally approve the application and hold formal issuance until staff verifies the floor plan corrections and that the dumpster/refuse issue is resolved; if staff finds the issues resolved, the item may be placed on the consent agenda for final approval rather than requiring the applicant to reappear. The committee noted carryout/carryaway alcohol sales are limited by local ordinance to 9:00 p.m.
EZ Marv / EZ Mark (West Beloit Road): Applicant sought both a Class A (convenience/liquor) and a Class B tavern license for the same premises. City staff advised the council that a single premises cannot hold conflicting Class A and Class B licenses; staff recommended issuing the license that matches the applicant’s intended on-premises consumption. The committee voted to approve a Class A license and asked the applicant to withdraw the Class B application. The applicant told the committee the overall investment in the property and remodeling, including work on upstairs apartments, was roughly $1.8 million (applicant’s estimate). The applicant also said all hires would be trained and licensed as required.
Motions carried by voice votes with no roll-call tallies recorded in the minutes. Applicants and staff agreed to amend floor plans and clarify hours where needed; staff will confirm compliance before final license issuance.
