Findlay City Council adopts multiple ordinances, approves grant applications

Findlay City Council on April 15 approved several ordinances and grant-related items during its regular meeting, including third-reading adoption of capital expenditures and suspension-of-rules approvals to pursue federal and state grant funding.
Major actions recorded in the meeting included adoption of Ordinance 2025-032, which authorizes the mayor, service safety director and/or city engineer to advertise for bids and enter contracts for construction of various projects described in the 2025 department equipment list and appropriates funds for those capital expenditures. Council moved and adopted the ordinance on third reading.
Ordinance 2025-034 (as amended) was adopted on third reading; the ordinance appropriates and transfers funds and declares an emergency (the transcript records the motion, second and a roll call with ayes recorded).
Council also suspended its rules to give immediate third reading and adopt Ordinance 2025-042, authorizing the city to apply for and execute grant agreements with the Federal Aviation Administration for an FDY Airport Master Plan project (project number 35243500). City staff told the council the FAA would cover the large majority of the study cost and that the city’s local share is a small percentage (city staff estimated the local share at roughly $27,000 for the project). Council approved the grant application and appropriated funds as required.
The council likewise suspended rules and adopted Ordinance 2025-043, authorizing the service safety director to apply for an Ohio Traffic Safety Office grant for a 2026 summer holiday enforcement program for the Findlay Police Department; that grant requires no local match, the ordinance says.
Several other ordinances received second readings, including proposed contracts for a water master plan with Arcadis US Inc. (Ordinance 2025-036) and code amendments related to municipal definitions and animal control (Ordinances 2025-039 and 2025-040). Those items were not voted to adoption at this meeting.
