APC reports all FY25 federal funds obligated; State Road 225 bid costs exceed estimates

APC/MPO staff reported to the Tippecanoe County Technical Transportation Committee that all federal funds for fiscal year 2025 have now been obligated.
Staff said obligations include preliminary engineering (PE) for Soldiers Home Road Phase 2 and funds for a vehicle emergency preemption project. The staff presentation noted that one issue delaying several obligations was a contract between NDOT and local public agencies; staff singled out NDOT employee Kathy Eaton McCallum for helping move roughly 300 pending items through multiple state offices, including the attorney general’s office.
Staff and committee members also discussed a bid letting where results exceeded the engineer’s estimate. The State Road 225 package includes two bridges and, because bids were over estimate, staff said the project is likely to be split and the State Road 225 portion placed on a separate letting later in the year; no firm re-let date was given. Committee members emphasized the urgency because the road remains closed pending planned deck replacement and structural repairs.
Staff additionally noted a May bid letting for another small project (described as "project number 2") and a separate bid letting for a veteran's home project currently scheduled for August 2026. Committee members did not provide additional dates or contract amounts during the meeting.
No formal committee action was taken on these project-status items; they were provided as an informational update.
