The Seward City Council voted unanimously to approve a design agreement with Shimmer Associates Inc. (contracted hours listed at 1,134) for preliminary and final design of the East Hillcrest Drive reconstruction project, at a cost of $171,066.75.
City staff said the work will fund survey, geotechnical borings, preliminary and final plans, public information meetings, permitting and bid services. The design covers the segment of East Hillcrest Drive included in the capital improvements program; final design is expected to produce a bid set in October and allow construction bidding in the current year for work the following construction season.
Staff noted the project is one of several phased segments along East Hillcrest Drive and that the design will clarify how much of the Columbia/Hillcrest intersection should be completed in this phase versus deferred. The project scope includes widening a narrow stretch near Concordia University by roughly 3 feet (from 30 feet back‑of‑curb currently), pending final design recommendations.
The council approved placing the design agreement in the next fiscal year if design work continues beyond the current budget year; staff said the project will be funded from the street fund and the city had budgeted $185,000 for the work.
The motion to approve was carried unanimously (8–0).
