Board members said the timing is driven by the Public Utilities Commission(PUC) schedule: the commission must set its surcharge by Oct. 1, and staff advised the board that submitting a proposed enterprise fee by Aug. 1 is ideal; a Sept. 1 submission would still allow the PUC to include the enterprise fee in its public comment and rate-making process.
Board members said they want to combine education and listening sessions with 9-1-1 authorities and related stakeholder groups to identify statewide needs before adopting a budget that will determine the enterprise fee. "I think the statute directs us to set the charge based on an adopted budget, which effectively means we have to figure out what projects we wanna spend on first," said Matt (board member).
