The Parks and Arts Commission voted unanimously on April 14 to pay construction permit fees for the Kramer Parkway "Liberty Lake Together" public-art installation from the commission's budget line item.
Commission staff said the artist supplied panels that can be cut to varying heights and that the supplier’s update removed the need for separate mounting bases. The project will also require an installation permit and, per staff, potential engineering review for wind loading. Commissioners agreed the relatively small permitting fee should be covered by the commission rather than passed to the artist; a motion to include the permit cost in the Parks and Arts budget was made, seconded and approved unanimously.
Staff will coordinate required engineering or planning reviews, secure the permit and set an installation date in coordination with the artist and public-works/building staff. The commission also discussed adding a small dedication plaque at installation and whether to inset the plaque into concrete or supply it as a freestanding plaque similar to other installations in the city.
