Cleveland school board adopts student-focused goals and guardrails

The Cleveland Municipal School District Board of Education voted unanimously to adopt a set of district goals and accompanying guardrails intended to guide resource decisions and accountability for student outcomes.

The measure, presented as part of the board's ongoing student-outcomes governance work, passed after the board approved an amendment removing interim guardrails from the resolution.

The board said the goals reflect community priorities such as early literacy, math proficiency and college readiness and that the guardrails reflect values to be protected, including safety and well-being, community engagement, and opportunity and access. Doctor Sridhar, who chaired the goals-and-guardrails implementation committee, told the board the committee held five meetings and four community listening sessions and reviewed about 50 online submissions of public input.

The resolution was introduced by Chair Ellicott and discussed at the work session. Doctor Sridhar said the committee’s goals are “aspirational” but achievable if the district directs the right resources toward them. The committee recommended the board provide clearer direction to district leadership about where to concentrate financial and programmatic resources so the stated outcomes can be met.

Board members debated formatting and clarity of the resolution before voting. A board member pointed out that one section of the draft displayed interim guardrails while another displayed only final goals; the board voted to amend the resolution to remove the interim guardrails so the posted clause would match the intended wording. After the amendment passed on a roll call vote of 7–0, the board then approved the amended resolution by roll call, 7–0.

Board and district officials said the goals will become a lens for CEO reports and for reviewing district data over the coming year. Doctor Morgan, the district CEO, described the goals and guardrails as a “road map” and “North Star” that will shape academic programming and financial decisions.

The board and staff also agreed to post a plain-language version of the goals and guardrails in board documents and on the district website and to provide ongoing public updates as the board tracks implementation.

The goals-and-guardrails resolution was filed as board agenda item 6.01 and is expected to inform future budget and program decisions.

The board moved on to other agenda items after the vote; staff said the board’s monthly CEO reports will increasingly emphasize data tied to these goals and interim measures where appropriate.
