That matters because an unmodified opinion indicates auditors did not find material misstatement on the regulatory basis of accounting used, and the single audit result covers federal grant compliance including ESSER funds the district spent during the fiscal year.
"We issued an unmodified opinion on the regulatory basis of accounting," said Sean Gordon of Gordon CPA, who presented the report. Gordon summarized the audit report sections, noting the independent auditors’ report, notes to financial statements, fund detail schedules and the governmental audit single‑audit section addressing federal grants.
Gordon said the district reported roughly $22,200,000 in cash and investments as of June 30, 2024, in the summary statement of receipts, expenditures and unencumbered cash. He said the notes to the financial statements (pages 5–11 of the audit packet) include standard disclosures such as deposits and investments, retirement plan involvement and long‑term debt.
On federal grants, Gordon said the district underwent the single‑audit process because it spent more than $750,000 in federal grant money; the auditors focused on Education Stabilization Fund (ESSER) expenditures and issued an unmodified opinion on those compliance items as well. He said auditors had one recommendation relating to a statutory bond for a project that was disclosed in the audit packet.
Board members asked about timing for next year’s audit presentation; Gordon said the district and auditors plan to schedule FY25 audit work and anticipated presenting the fiscal year 2025 audit report in October or early November.
