The staff presentation listed proposed awards: $161,000 to Logan City for upgrades; $30,000 for public art at Willow Park; $16,000 for new commercial-grade ice machines at a community facility; $33,000 for electrical infrastructure at the Flores Community Garden (described as serving about 70 local families); $25,000 for Cache County Senior Center meals (estimated to serve about 1,500 seniors); and $15,000 for a homelessness-services and sheltering feasibility study.
Staff told the council there is insufficient funding in the CDBG admin/planning line to pay for the proposed study. The staff estimate for 2025 admin planning was $110,000; the 2024 proposed admin overhead was $111,000, leaving no leftover funds for the study. Staff also warned the grant amount could be decreased by 25% for 2025, which would reduce admin/planning to roughly $82,500.
Council members and staff discussed options, including postponing the public hearing and final decision until after the city receives an official allocation amount, which staff said may be available by May 16. No final allocations or formal council votes were recorded during the discussion.
The staff presentation indicated that, if the council wishes to postpone the public hearing until allocation figures are known, that would be an available procedural option; staff recommended returning with final numbers and a proposed ordinance or resolution for approval.
