The Yelm Planning Commission voted April 15 to add a conflict‑of‑interest check to future meeting agendas and to form a working group to revise its rules of procedure and conduct of business.
Chairman Richard Lumsdale proposed including an explicit agenda item to allow commissioners to disclose conflicts on each agenda and asked that the conduct‑of‑business documents be reviewed for currency. "I would like to make a motion to have that included in the future," Lumsdale said; commissioners approved the motion by voice vote.
Lumsdale also moved to establish a working group to draft updated rules. Commissioners debated how to structure the group so it complies with Washington open‑meeting law and quorum rules; staff and commissioners noted a quorum for the commission is four members and that meetings with a quorum would need to be publicly noticed and recorded under the Open Public Meetings Act. Commissioners discussed using study sessions or forming a subgroup smaller than a quorum to allow informal drafting, and said staff will consult the city clerk about specific procedural limits.
Commissioners agreed to research existing orientation packets: staff said incoming commissioners receive a packet including the 2017 comprehensive plan, open‑meetings references (RCW 42.30) and the recommended staff procedures. Lumsdale said he would follow up with the city clerk and return recommendations to the commission for refinement.
