Muskego Common Council elects Hamill president, appoints representatives and adopts appreciation resolutions

The City of Muskego Common Council on April 15 elected Robert Hamill as council president after an initial 3-3 tie was broken by the mayor, appointed representatives to two municipal bodies and unanimously adopted two resolutions thanking outgoing alderpersons.

The votes came at the council's organizational meeting following the swearing-in of newly elected alderpersons. Mayor (name not specified) broke the 3-3 tie in the council president balloting and declared Robert Hamill elected to the post.

The mayor opened nominations for common council president from among sitting alderpersons. After a first round produced three votes for Alderman Schrader and three votes for Alderman Hamill, the mayor gave members a second chance to vote and, when the result remained a tie, exercised the statutory tie-breaking authority. The mayor announced, “I’m gonna exercise my tie breaking ability. Congratulations Alderman Hammel.” (Transcript spelling varied; the sworn name in the meeting record is Robert Hamill.)

The council also elected a representative to the Little Lake Protection and Rehabilitation District. Three alderpersons were nominated — Alderman Schrader, Alderman Decker and Alderman Erica Bryce — and the council selected Erica Bryce. The council announced the result with the words “Congratulations, Alderman Bryce.” (Individual roll-call tallies for that vote were not recorded in the minutes.)

Council members then voted to confirm Eileen Madden as the council’s representative to the Plan Commission. The appointment was moved, seconded and carried on a roll-call vote recorded as 5-1-1. During that item one councilmember raised a procedural concern, saying the council’s current method for the appointment differed from last year’s process and that the change “potentially brushes up against a potential violation of the open meetings law” and suggested the candidates withdraw their names. The motion to appoint Madden nevertheless passed on the roll call.

The council also adopted two resolutions expressing appreciation for outgoing alderpersons. Resolution 01.9.2025 recognized Kevin Kubacki for his years of service as Alderman for District 6; Resolution 02.02.2025 recognized Jake Schwere for his service as Alderman for District 4. Both resolutions passed unanimously.

Judge Warwick offered comments to the newly elected council members at the start of the meeting, reading from a welcome letter posted on the City of Muskego website that urged members to arrive prepared, “rely on” department heads and “treat everyone with respect.” Warwick said the letter reminds new and returning members they will be asked to “make policy decisions, enact laws, levy taxes, and act for the benefit and best interest of the residents of the City of Muskego.”

Newly sworn alderpersons offered brief remarks of thanks to voters and to departing alderpersons. Robert Hamill said, “I wanna thank everybody that supported me and voted for me.” Erica Bryce and Thomas Dilge also thanked constituents; Eileen Madden noted she looked forward to serving.

The meeting record shows a quorum was present with Alders Wolf absent; the council adjourned at 6:26 p.m.
