Council approves High Street water-main contract and emergency trail easement ordinances

City staff also presented two resolutions and two companion emergency ordinances to obtain perpetual easements and appropriate property interests for the Phase 5 roadway trail of the Oxford Area Trail. Staff said a law-department review revealed an error in earlier exhibits and the documents were corrected before re-filing. Staff stated the project has over $3,000,000 in grant funding. Because the ordinances were presented as emergency measures, staff advised that six affirmative votes were required for passage.
Council conducted roll-call votes for the emergency ordinances. The roll call for the ordinance appropriating the real-property interests from Laura C. Osborne Trustee returned the following votes: Councilor Smith — yes; Councilor Franklin — yes; Councilor French — yes; Councilor Pritridge — yes; Councilor Ragu — yes; Councilor Bracken — yes; Mayor Snavely — yes. The ordinance was adopted as an emergency.
A second emergency ordinance to appropriate interests from EBR/EVR Investments LLC for the same trail phase likewise passed on roll call with unanimous affirmative votes from the same councilors and the mayor. Staff said there were no material changes to the project and that corrected legal exhibits would be filed with the court prior to closing.
Councilors asked practical questions about traffic impacts and paving schedules for High Street construction; staff said the work is under the roadbed and repairs would be smooth and that paving timing had not been finalized. No member of the public spoke against the measures during the meetings on these items.
