City administrator reports Riverwalk progress, street projects and upcoming events

John said the Riverwalk project is wrapping up with new railings and hundreds of plantings; he estimated two months for grass establishment and said an opening tied to the 13 Nights downtown event is being targeted for early June, with staging and sponsor coordination ongoing. He reported progress on the streets-and-utility project and said the intersection work at First and Strand is moving quickly, with curbs, seat walls and temporary road configurations in place.
John said the city and Portland General Electric are finalizing two related agreements for a substation: a sub-agreement related to strategic industrial land readiness (SIL) funding and a contract with the Oregon Business Development Department to flow funds. He said easement negotiations tied to the Arcadia project and substation parcel creation are ongoing.
He also reported that the senior center board favors a lease renewal in its current form and that boards-and-commissions appreciation and Kiwanis parade logistics are scheduled in coming weeks. Councilors and staff discussed sponsorship and contingency planning for event dates should construction overlap event spaces.
No formal actions were taken during the work session on these administrative updates; staff said final budget and contract documents will be brought to council in May.
