The Goochland County Board of Supervisors approved multiple land‑use requests and a consent rezoning during its April 15 meeting after planning staff presentations and Planning Commission recommendations.
The board approved: an amendment to Strickland Manufacturing’s conditional use permit to add a second building and to remove prior boat and recreational-vehicle storage uses; a renewal of Rodney Harrison’s conditional use permit for retail at 280 Broad Street Road; an amendment for Columbia Gas Transmission to add a new office building at 1436 Hermitage Road (with a supplemental buffering requirement retained in conditions); a rezoning of two parcels on Patterson Avenue from residential general to residential office with proffered screening and demolition commitments; and an amendment to allow a home‑based landscaping business and remove former size limits for accessory family housing on Songbird Lane (with on‑site restrictions, parking setbacks, and a 9‑square‑foot signage limit).
Jamie Sherry, the county’s director of community development, presented each case and said the proposals were consistent with the comprehensive plan and had been considered at public community meetings and by the Planning Commission, which recommended approval in each instance by 5–0 votes. In public comment, Ben Salerno, who identified himself as a member and chairman of the Economic Development Authority, noted incentives previously approved by the EDA in support of local businesses, including Strickland Manufacturing.
The board handled the Strickland matter as a contested use amendment that included evidence of a prior fire (staff noted a fire in 2023 that had affected operations) and a request to add an additional building as shown on the applicant’s Exhibit A. For Columbia Gas, staff retained a proffered buffer condition describing a supplemental buffer: a minimum of three rows of trees spaced alternately with no more than 10 feet between rows and no more than 10 feet between trees in a row.
All motions to grant the conditional use permits and the rezoning were approved on roll-call votes with board members recorded in favor. No speakers from the general public spoke in opposition at the hearings.
