Monongalia County Commission approves consent agenda, fiduciary petitions, grants and MOU

Morgantown, W.Va. — The Monongalia County Commission on April 16 approved routine consent items and a series of administrative and fiduciary actions, including two petitions to remove executrixes, multiple grant reimbursements and a fiscal-year memorandum of agreement with the West Virginia University Extension Service.
The meeting began with County Administrator Reneta McClure presenting the consent agenda, which included 24 exonerations totaling $10,019.69, minutes from the April 9 meeting and a set of vouchers for multiple county levies and funds. Commissioners voted unanimously to approve the consent agenda.
The commission accepted the resignation petitions of two executrices. The commission accepted Marcela Hovatter’s petition to resign as executrix in the estate of Dolores May Hovatter and directed the county to request a final accounting from the state’s office, setting a 30-day timeframe for that accounting to be provided. The commission also accepted the resignation of Rachel Feddy Anderson as executrix in the estate of Eunice Mallard; commissioners noted the Mallard estate contains a home and an additional parcel and said heirs are coordinating a successor administrator.
Grants and reimbursements presented by the county grants coordinator were approved unanimously. The items approved included a Community Corrections reimbursement request for $18,594.99; a Community Development Block Grant reimbursement for $1,881.60; Governor’s Highway Safety Program impaired driving funds of $2,973.67; Safe Communities funds of $216.69; and a VOCA grant reimbursement for $9,166.45.
The commission also approved the annual memorandum of agreement (MOU) with the West Virginia University Extension Service for fiscal year 2026, citing West Virginia Code §19-8-1 as the statutory authority for county support of extension services. Commissioners voted unanimously to approve requisition number 21 for the University Town Center Series 2023A Property Tax District administrative expense fund, directing payment to Steptoe & Johnson for administrative services; the requisition amount recorded in the meeting minutes was $1,006.25.
Other routine personnel and administrative items on the agenda were approved, including the hiring of April Martin as a part-time relief worker at a rate of $14.40 per hour (non–benefit-eligible).
